The second part of this criterion does not apply as the site is not within the /WR Water Resources <br />Conservation Overlay Zone or /WQ Water Quality Overlay Zone. <br />(b) EC 9.6500 through 9.6505 Public Improvement Standards. <br />EC 9.6500 Easements <br />This section authorizes the City to require dedication of easements for public utilities and access <br />under certain circumstances. The applicant proposes a 7' wide Public Utility Easement (PUE) adjacent <br />to West Amazon Drive. The application does not propose any other public easement dedications nor <br />are there any public improvements that would result in the need for additional public easements on <br />the subject property. Based on these findings, the development complies with these standards. <br />EC 9.6505 Improvements - Specifications <br />This section requires that all public improvements be designed and constructed in accordance with <br />adopted plans, policies, procedures and standards specified in EC Chapter 7. All developments are <br />required to make and be served by the infrastructure improvements described below. <br />(1) Water <br />Water service for the proposed development must be provided in accordance with Eugene Water and <br />Electric Board (EWEB) policies and procedures. <br />(2) Sewage <br />Staff decision: <br />This standard requires all developments to be served by wastewater sewage systems of the City, in <br />compliance with the provisions of EC Chapter 6. The applicant proposes to extend the public wastewater <br />system to the development site from existing public manhole #49670. The manhole is located in Foxboro <br />Lane (a private street), which contains a PUE. <br />Referral comments from Public Work staff note that the proposed extension of the public system is <br />conceptually acceptable, with the details of the system design to be evaluated during a subsequent <br />Privately Engineered Public Improvement (PEPI) process. Details of the private service lines would be <br />evaluated at the time of building permit. <br />Hearing Official Findings: <br />Mr. Levinson raised concerns about the potential need to pump sewage uphill and the concomitant noise <br />that might bring to the neighborhood. This standard does not require an analysis of potential noise <br />impacts and simply assesses whether services can be provided. As such the criterion is met. <br />(3) Streets and (4) Sidewalks <br />EC 9.6505(3), (a) & (b) requires all streets in and adjacent to the development site to be paved to the <br />width specified in EC 9.6870, and improved according to adopted standards and specifications <br />pursuant to EC Chapter 7, unless such streets have already been paved to that width.
