These <br />referral comments include draft findings and recommended conditions of approval as well as <br />related informational items, relevant to surveying, engineering, transportation, and maintenance <br />issues identified by Public Works staff in the context of the applicable standards and criteria. These <br />referral comments are intended for review by planning staff, for incorporation into the City's <br />written decision on the subject application; however, they do not represent a final determination <br />of compliance with the applicable approval standards and criteria. It is acknowledged that these <br />referral comments are subject to revision upon further coordination with other affected City <br />departments and utility providers. <br />Summary: Public Works staff recommends conditional approval of the proposed tentative planned <br />unit development based on the following evaluation of the needed housing criteria. <br />Evaluation: Eugene Code (EC) 9.8325 Tentative Planned Unit Development Approval Criteria - <br />Needed Housing <br />(5) There shall be no proposed grading on portions of the development site that meet or <br />exceed 20% slope. <br />The site plan shows areas greater than 20% slope are to be maintained as open space. To ensure <br />this requirement is met, Public Works staff recommend the following condition of approval: <br />• The final PUD site plan shall note that no grading shall occur on portions of the development <br />site that meet or exceed 20% slope. <br />(6) The PUD provides safe and adequate transportation systems through compliance with all <br />of the following: <br />The proposed development will provide connections to the public street system for motorists, <br />bicyclists, pedestrians and emergency vehicles subject to additional findings and conditions for <br />compliance with EC 9.6805 through EC 9.6875, as provided below.
