As explained above, not until the 2007 25 annexation decision was the exact location of the UGB in this area established 26 based on a precise metes and bounds description. 3 On the 1980 and 1987 maps, it is difficult to distinguish different shades of green, but the parties agree that the green color shown on both sides of the UGB line in this area represents the POS designation.
