note that compliance with this standard will be subject to further review as part of the subdivision <br />review process. <br />With regard to EC 9.6796 Dedication of Stormwater Easements, Public Works staff confinns that the <br />proposed public drainage easement over the Gilham channel and public utility easements adjacent to <br />all proposed public streets are adequate to comply with this standard. Public Works staff further <br />confirms that the remaining standards at EC 9.6793 through EC 9.6795 do not apply. <br />Based on the above findings and conclusions, and as conditioned, the hearings official concludes the <br />proposal complies with applicable stormwater destination and pollution control requirements. <br />(k) All other applicable development standards for features explicitly included in the <br />application except where the applicant has shown that a proposed <br />-noncompliance is consistent with the purposes set out in,EC 9.8300 Purpose of <br />Planned Unit Development. <br />In general, the findings and recommended approval conditions provided elsewhere in this report address <br />compliance with applicable development standards for features explicitly included in the application, with <br />the exception of those specific features for which the applicant is requesting flexibility under this criterion. <br />No other applicable development standards that require further analysis as part of the PUD proposal. <br />The applicant requests the following modifications to existing code standards: <br />• Lot frontage requirement, EC Table 9.2760, for Lots 5 and 6 to allow zero-frontage lots. <br />• Front yard setback requirement, EC Table 9.2750, for Lots 1 through 4 to allow 5-foot front <br />yard setbacks along Nelson Street. <br />The requested modifications to applicable development standards may be approved if they are consistent <br />with the following provisions of EC 9.8300: <br />EC 9.8300 Purpose ofPlanned Unit Development The planned unit development (PUD) <br />provisions are designed to provide a high degree of flexibility in the design of the site and the mix <br />of land uses, potential environmental impacts-and are intended to. <br />(1) Create a sustainable environment that includes: <br />(a) Shared use of services and facilities <br />(b) A compatible mix of land uses that encourage alternatives to the use of the automobile. <br />(c) A variety of dwelling types that help meet the needs of all income groups in the community. <br />(d) Preservation of existing natural resources and the opportunity to enhance habitat areas <br />(e) Clustering of residential dwellings to achieve energy and resource conservation while also <br />achieving the planned density for the site. <br />(2) Create comprehensive site plans for geographic areas of sufficient size to provide <br />developments at least equal in quality to those that are achieved through the traditional lot by <br />lot development and that are reasonably compatible with the surrounding area. <br />The applicant maintains that the proposal complies with the PUD purpose by creating a sustainable <br />environment that is achieved by 1) sharing roads, water, and sewer facilities and by providing attractive <br />alternatives to the use of automobiles by incorporating sidewalks and planting strips and by providing <br />dwelling types, 2) providing dwelling types that meet the need of an identified income group and are <br />consistent with surrounding development, and 3) preserving natural resources and enhancing habitat areas <br />by limiting development in the resource to two large lots and clustering the remaining 82% of the <br />Alder Woods PUD (PDT 07-5 & SDR 08-2) <br />Page 33 <br />Laurel Ridge Record (Z 15-5) Page 1161 <br />
