necessary to comply with applicable requirements and confirms that proposed street alignment <br />minimizes excavation and embankment by avoiding the existing drainage channel. <br />With respect to EC 9.6820 Cul-de-Sacs, Public Works staff confirms that a cul-de-sac bulb or <br />hammerhead turn around is not required for the proposed terminus of Nelson Street or the street stubs <br />to the north property line because they do"not exceed 150 feet. Public Works staff further confirms <br />that the proposed street layout generally allows convenient and safe access to nearby uses without the <br />need for additional accessways pursuant to EC 9.6835 and that the proposed street intersections <br />comply with intersection angle and offset requirements set forth in EC 9.6830. <br />With respect to reserve strips, the applicant states that no reserve strips are necessary. Contrary to the <br />applicant's assertion, Public Works finds that reserve strips are necessary at the north end of both <br />proposed street stubs to the north property line (Sterling Woods Drive and Nelson Court) to prevent <br />access to lands abutting streets in accordance with the reserve strip provisions at EC 9.6840. The <br />reserve strips requirements could be further addressed as part of part of the subdivision process. <br />As confirmed by Public Works staff, there are no special safety requirements per EC 9.6845 necessary <br />to discourage use of any of the new streets or street extensions by non-local motor vehicle traffic. <br />EC 9.6855, StreeUNames, provides that names for new streets are subject to city approval and shall not <br />unnecessarily duplicate or resemble the name of any existing or platted street. Street names are also <br />subject to review and approval by an intergovernmental street naming committee. The applicant's <br />written statement indicates that the proposal continues Sterling Woods Drive and that it may make <br />sense for the most eastern north stub to be named Sterling Woods Drive, for continuity (as shown on <br />the site plans). The applicant also indicates that there are no other streets named Nelson Street in <br />Eugene. Public Works staff notes that Nelson Street and Nelson Court are not likely to be approved <br />considering that Regional Land Information Database (RLID) records identify a Nelson Lane and <br />Nelson Mountain Road in use elsewhere in Lane County. This standard can be addressed with the <br />condition that the final site plans clarify that the identified street names are not explicitly approved as <br />shown and are subject to review and approval as part of the subsequent subdivision process. <br />With respect to EC 9.6865 Transit Facilities, LTD staff indicates that additional transit facilities are not <br />needed in conjunction with the proposed PUD to accommodate transit service. <br />Referral comments from Public Works Engineering staff further confirm that the remaining standards <br />of EC 9.6800 though EC 9.6875 are either inapplicable or have been met. Given the available <br />information, the proposed PUD can feasibly comply with subsection (b) with adherence to the <br />conditions and requirements noted. <br />(b) Pedestrian, bicycle and transit circulation, including related facilities, as needed <br />among buildings and related uses on the development site, as well as to adjacent <br />and nearby residential areas, transit stops, neighborhood activity centers, office <br />parks, and industrial parks, provided the city makes findings to demonstrate <br />consistency with constitutional requirements. "Nearby" means uses within 1/4 <br />mile that can reasonably be expected to be used by pedestrians, and uses within 2 <br />miles that can reasonably be expected to be used by bicyclists. <br />Requirements for bicycle or pedestrian connections to adjacent areas have been addressed in EC <br />9.6820 and EC 9.683 5, the findings for which are incorporated herein by reference..
