following SDR evaluation. To the extent that the Goal 5 Plan provisions are relevant under this criterion, <br />those findings are incorporated by reference, and demonstrate that, with the exception of the proposed <br />development on lots 5 and 6, the proposal generally satisfies the Goal 5 Resource Plan. <br />For the reasons set out above, the hearings official concludes that the applicant has generally <br />demonstrated that the proposal is consistent with the Willakenzie Area Plan and the Goal 5 Resource <br />Plan. EC 9.8320(2) is satisfied. <br />EC 9.8320(3) The PUD will provide adequate screening from surrounding properties including, <br />but not limited to, anticipated building locations, bulk, and height. <br />The applicant asserts that no additional screening or buffering is required because the proposed PUD <br />will allow for single-family residential development that is similar in character and scale to <br />surrounding properties. While the proposed lots are smaller than lots in the surrounding area, the <br />hearings official does not believe that this feature of the development warrants additional screening, <br />given that the PUD is located in a relatively flat area and is designed with deeper lots adjacent to <br />existing residential development to the south. All of the proposed lots are designed for single-family <br />residential development. Only two of the proposed lots are approaching the minimum 4,500 square <br />foot minimum lot size, and these two lots abut the City Park site. All of the proposed lots except lots 5 <br />through 7 are large enough to accommodate a variety of residential designs and landscaping, including <br />fencing, reducing the need for additional screening from surrounding properties. Lots 5 through 7 are <br />significantly constrained, but could accommodate screening outside of the developable portions of the <br />lot, although due to the location of the lots on the western portion of the site, such additional screening <br />is accommodated by the establishment of the resource conservation area. EC 9.8320(3) is satisfied. <br />EC 9.8320(4) The PUD is designed and sited to minimize impacts to the natural environment by <br />addressing the following: <br />(a) Protection of Natural Features. <br />1. For areas not included on the City's acknowledged Goal 5 inventory, the <br />preservation of significant natural features to the greatest degree attainable <br />or feasible, including: <br />a. Significant on-site vegetation, including rare plants (those that are <br />proposed for listing or are listed under State or Federal law), and native <br />plant communities. <br />b. All documented habitat for all rare animal species (those that are <br />proposed for listing or are listed under State or Federal law). <br />C. Prominent topographic features, such as ridgelines and rock outcrops. <br />d. Wetlands, intermittent and perennial stream corridors, and riparian <br />areas. <br />e. Natural resource areas designated in the Metro Plan diagram as <br />"Natural Resource" and areas identified in any city-adopted natural <br />resource inventory. <br />2. For areas included on the City's acknowledged Goal 5 inventory: <br />a.
