With respect to the remaining policies, if conditioned, the proposed PUD will comply Metro Plan access <br />and density standards. <br />EC 9.8320(2) The PUD is consistent with applicable adopted refinement plan policies. <br />The Willakenzie Area Plan and the city's Goal 5 Resource Plan provide the applicable adopted <br />refinement plan for the subject site. ' <br />Willakenzie Area Plan <br />The Willakenzie Area Plan's land use diagram designates the site for low density residential <br />development, which is consistent with the existing zoning and the proposed PUD. The subject <br />property is also within an area designated "Opportunity Area A" of the Plan's Unincorporated Subarea. <br />This area allows residential/mixed use development opportunities for properties within this area that <br />are greater than 30 acres. The size of the subject property does not qualify it for such development, <br />nor is such development proposed. <br />General Land Use Element Policies <br />Policy 1: The City shall use the Land Use Diagram and accompanying text and policies of the <br />Willakenzie Refinement Plan, as well as other applicable City goals, policies, and plans to provide <br />policy direction for public decisions affecting the plan area. <br />Policy 3. Retain existing significant vegetation whenever possible to provide buffering between <br />residential and nonresidential uses, as well as between low-density and higher density residential <br />uses. <br />Residential Policies. <br />Policy 1: Maintain the existing low density residential character of Willakenzie neighborhoods, <br />while recognizing the need to provide housing_for all income groups in the City. <br />Policy 3 - Ensure that development plans include street sizes adequate to meet future demands. <br />Unincorporated Subarea Policies. <br />Policy 11. The City shall acknowledge the potential for development of residential/mixed use <br />neighborhoods in the unincorporated subarea <br />Policy 12 Upon annexation, the City shall apply the /PD Planned Unit Development zoning siffix, <br />or other appropriate zoning designation suited to the creation or residential/mixed use <br />developments, to those areas designated "Opportunity Area " on the Land Use Plan Diagram. <br />Policy 13: Areas designated "Opportunity Area " on the Land Use Plan Diagram are intended to <br />provide opportunities for residential/mixed-use development. The plan diagram for these areas <br />indicates general locations for low-and medium-density residential, neighborhood commercial, <br />and parks/open space uses. The City shall allow for considerations of rearrangement of all land <br />uses within the identified "Opportunity Areas.
