PDF Page 60 <br />A geotechnical analysis from a certified engineer with specific <br />recommendations for design and construction standards shall be <br />provided with any applications for Privately Engineered Public <br />Improvement PEPI permits as well as building permits and site <br />development permits for the initial construction of infrastructure and <br />residences on individual lots. The development proposed with each <br />permit shall adhere to the recommended standards for design and <br />construction as contained in the geotechnical analysis. <br />Based on the available information and findings above and with the condition of <br />approval as recommended, the proposal will be consistent with the applicable <br />policy." <br />Note that geotechnical study for the Jewel was done by Gunnar Schleider, who testified here for <br />the opposition that the geotechnical study for the subject property was inadequate. And yet his <br />own study for The Jewel found evidence of landslides, admitted the whole site had not been <br />investigated, recommended more detailed study prior to actual development, and concluded <br />that the site could be developed. That is the gist of the geotechnical study for LaurelRidge, too. <br />The condition imposed for The Jewel, as quoted above, is the standard condition staff <br />recommends and the city imposes at the Tentative PUD stage. See also, for example, the <br />Tentative PUD approval for Timberline Hills PUD (PDT 05-2)(Oct. 27, 2005), a 255 lot PUD on 100 <br />acres in the South Hills. This decision appears as Prehearing Submittal Exhibit 3-1.5. The <br />identical condition was imposed. See pages 6-7. <br />Based on the conclusion of the applicant's geotechnical consultant that "the proposed site <br />development is geotechnically feasible for the proposed planned development provided that <br />the recommendations of this report are incorporated into the planning and design of the <br />project," this standard is complied with, subject to the following conditions: <br />A geotechnical analysis from a certified engineering geologist, with specific <br />recommendations for design and construction standards shall be provided with any <br />applications for Privately Engineered Public Improvements (PEPI) permits, as well as <br />building permits and site development permits for the initial construction of <br />infrastructure and residences on individual lots. The development proposed with each <br />permit shall adhere to the recommended standards for design and, construction <br />contained in the geotechnical analysis.
