Basalt flows: <br />Soil depth of 40 inches and above. <br />Slopes of 20 percent to 30 percent. <br />3. Eugene Formation: <br />Soil depth of 40 inches and above. <br />Slopes of 20 percent to 30 percent. <br />4. " Basalt flows: <br />Soil depth of 20 to 40 inches. <br />Slopes of 30 percent and above. <br />5. Eugene Formation: <br />Soil depth of 20 inches to 40 inches. <br />Slopes of 30 percent and above. <br />The Applicant submitted a geotechnical report entitled: Geotechnical Investigation, Branch <br />Engineering (June 28, 2013). It was prepared by: (1) Ronald Derrick, whose qualification is <br />Geotechnical Engineer; and (2) Gary Sandstrom, whose qualification is Engineering Geologist. <br />Referral comments from Public Works staff indicate that the applicant's analysis is in <br />compliance with Administrative Order AO-58-02-25-F and meets the Level 2 analysis <br />requirements that would typically be required for a property, such as this one, that is not on the <br />City's adopted Goal 5 inventory. As the Staff Report notes, this site is on the Goal 5 inventory. <br />Staff Report at page 10 para 1 states that to provide a gauge of what an "adequate review" <br />means. under this policy, that if the geotechnical standards at EC 9.6710 did apply, at a <br />minimum, a Level 2 analysis would be required as the proposed development is a PUD with <br />slopes greater than 5% and because the proposed development includes dedication and <br />construction of public streets, drainage, and wastewater systems. (The staff report then notes <br />that Public Works referral comments state that the Geotechnical Analysis meets the <br />requirements of a Level 2 analysis.) <br />A tentative PUD application is a conceptual plan of how the proposal meets the code criterion. <br />At this stage of the project t a less detailed study can be "adequate." The Geotechnical <br />Investigation report is adequate as submitted for evaluation of the conceptual site design for <br />the. Tentative PUD. <br />The Geotech report concludes by saying: <br />"Based on our field observations, subsurface explorations, and data analysis, we <br />conclude that the proposed site development is geotechnically feasible for the proposed <br />planned development provided that the recommendations of this'report are <br />LaureiRidge Applicant Final Argument - Page 24 <br />107 <br />Laurel Ridge Record (Z 15-5) Page 862 <br />
