As required by Goal 11, the Public Facilities and Services Plan identifies and shows <br />the general location15of the water, wastewater, and stormwater projects needed to serve land <br />within the UGB.16 The Public Facilities and Services Plan also contains this information for <br />electrical facilities, although not required to by law. <br />The project lists and maps in the Public Facilities and Services Plan are adopted as part of the <br />Metro Plan. Information in the Public Facilities and Services Plan on project phasing and costs, <br />and decisions on timing and financing of projects are not part of the Metro Plan and are <br />controlled solely by the capital improvement programming and budget processes of individual <br />service providers. <br />The policies listed provide direction for public and private developmental and program decision- <br />making regarding urban facilities and services. Development should be coordinated with the <br />planning, financing, and construction of key urban facilities and services to ensure the efficient <br />use and expansion of these facilities. <br />Goals <br />Provide and maintain public facilities and services in an efficient and environmentally <br />responsible manner. <br />2.
