In addition to the update of the Metro Plan, refinement studies may be <br />undertaken for individual geographical areas and special purpose or functional <br />elements, as determined appropriate by each governing body. <br />10. All jointly-adopted, regionally-applicable refinement and functional plans must be <br />consistent with the Metro Plan. Until a city has adopted a city-specific comprehensive <br />plan that explicitly supplants the relevant portion of the Metro Plan, that city's refinement <br />and functional plans must be consistent with the Metro Plan. After a city has adopted a <br />city-specific comprehensive plan that explicitly supplants the relevant portion of the <br />Metro Plan, that city's refinement and functional plans must be consistent with its city- <br />specific comprehensive plan (instead of the Metro Plan). In any case, should <br />inconsistencies occur between; the Metro Pap applicable comprehensive plan and a <br />refinement or functional plan, the applicable comprehensive plan is the prevailing policy <br />document. <br />11. Local implementing ordinances shall provide a process for zoning lands in conformance <br />with the Metro Plan. <br />12.
