EXHIBITS Page 38 <br />D. Jurisdictional Responsibility <br />The division of responsibility for metropolitan planning between the two cities is the Interstate 5 <br />Highway. Chapter IV provides that all three jurisdictions would need to approve a UGB or <br />Metro Plan boundary change that crosses Interstate 5. For purposes of other amendments and <br />implementation of the Metro Plan, Lane County i isdietio is bet- ° " t'e'rra" N-t <br />has joint <br />responsibility with Eugene between the city limits and UGB he Metro Plan Boundary (Plan <br />Boundary) west of the Interstate 5 Highway and with Springfield between the city limits and <br />UHthe Plan Boundary east of the Interstate 5 Highway. State law (1981) provides a <br />mechanism for creation of a new city in the River Road and Santa Clara area. Refer to Metro <br />Plan Chapter IV and intergovernmental agreements to resolve specific issues of jurisdiction. <br />ORS 197.304 requires Eugene and Springfield to establish separate UGBs "consistent with the <br />jurisdictional area of responsibility specified in the acknowledged comprehensive plan.' <br />Laurel Ridge Record (Z 15-5) Page 601 <br />
