EXHIBITS Page 31 <br />realize higher net residential densities than are presently occurring, particularly in newly <br />developing areas. <br />10. A variety of public services are provided by Lane County and special service districts to <br />unincorporated portions of the Eugene-Springfield metropolitan area. <br />11. In 1986, the Cities of Eugene and Springfield entered into Urban Transition Agreements <br />with Lane County which transferred from the County to the Cities administration for <br />building and land use within the urbanizable portion of the UGB. <br />Obiectives <br />Continue to minimize urban scatteration and sprawl by encouraging compact growth and <br />sequential development. <br />2. Insure that land supply is kept in proper relationship to land use needs. <br />Conserve those lands needed to efficiently accommodate expected urban growth. <br />4. Protect rural land and open space from premature urbanization. <br />When necessary to meet urban needs, utilize the least productive agricultural lands for <br />needed expansion, in accordance with state statutes, Statewide Planning Goal 14, and the <br />Land Conservation and Development Commission's administrative rules. <br />6. Encourage new and maintain existing rural land uses where productive or beneficial <br />outside the urban growth boundary. <br />7. Shape and plan for a compact urban growth form to provide for growth while preserving <br />the special character of the metropolitan area. <br />8. Encourage development of suitable vacant, underdeveloped, and redevelopable land <br />where services are available, thus capitalizing on public expenditures already made for <br />these services. <br />9. Protect life and property from natural hazards and natural disasters. <br />10. Allow smaller outlying communities the opportunity to plan for their own futures without <br />being engulfed by unlimited outward expansion of the metropolitan area. <br />11. Identify methods of establishing an urban transition program which will eventually <br />reduce service delivery inefficiencies by providing for the provision of key urban services <br />only by cities. <br />Laurel Ridge Record (Z 15-5) Page 594 <br />
