PA 1313 IN THE MATTER OF AMENDING THE EUGENE- <br />SPRINGFIELD METROPOLITAN AREA GENERAL PLAN, <br />ADOPTING A SAVINGS AND SEVERABILITY CLAUSE; <br />AND PROVIDING AND EFFECTIVE DATE (LANE CODE <br />FILE NO. 509-PA14-0551) <br />WHEREAS, The Eugene-Springfield Metropolitan Area General Plan ("Metro Plan") <br />was jointly adopted by the City of Eugene, the City of Springfield, and Lane County in 1972. <br />WHEREAS, In 2007, the Oregon Legislature adopted House Bill 3337 (now ORS <br />197.304), which resulted in the need for the City of Eugene and the City of Springfield to adopt <br />separate Urban Growth Boundaries ("UGB") in lieu of the common UGB they had previously <br />shared. <br />WHEREAS, In 2013, Lane County, the City of Eugene and the City of Springfield <br />jointly adopted amendments to Chapter IV of the Metro Plan, revising the rules governing which <br />of the three governing bodies are required to participate in different types of Metro Plan <br />amendments. <br />WHEREAS, The cities anticipate eventually adopting individual city-specific <br />comprehensive plans. <br />WHEREAS, September 18, 2014, Lane County the City of Eugene and the City of <br />Springfield jointly initiated additional amendments to the Metro Plan to enable the cities' desired <br />incremental shift from the Metro Plan to city-specific comprehensive plans. <br />WHEREAS, Following an October 23, 2014 joint public hearing with the Eugene and <br />Lane County Planning Commissions, the Lane County Planning Commission voted to <br />recommend to the Board of Commissioners that the proposed amendments to the Metro Plan <br />be approved. The amended Metro Plan is shown in legislative format attached as Exhibit A to <br />this Ordinance. <br />WHEREAS, The Board is not re-adopting or updating the Metro Plan, but rather is <br />amending specific textual provisions to enable the desired shift to city-specific comprehensive <br />plans. <br />WHEREAS, The Board is amending the Metro Plan Diagram to reflect the "Springfield <br />UGB" and the "Metropolitan UGB". <br />WHEREAS, The Board is amending the Metro Plan Boundaries Map to reflect the <br />"Springfield UGB" and the "Metropolitan UGB". <br />WHEREAS, On November 10, 2014, the Lane County Board of Commissioners <br />conducted a joint public hearing with the Eugene City Council and the Springfield City Council <br />concerning the Metro Plan amendments, and is now ready to take action based on the above <br />recommendations and evidence and testimony already in the record as well as the evidence <br />and testimony presented at the joint elected officials public hearing. <br />WHEREAS, Substantial evidence exists within the record demonstrating that the <br />proposal meets the requirements of the Metro Plan, Lane Code and applicable state and local <br />Ordinance No. PA 1313 <br />Page 1 of 2 <br />Laurel Ridge Record (Z 15-5) Page 565 <br />
