Local governments shall continue, through land use planning and <br />special regulations, to control aggregate extraction to minimize adverse effects of <br />extraction on water quality, fish and wildlife, vegetation, bank stabilization, stream flow, <br />scenic quality, noise, and safety. <br />D.4-311 The taking of an exception shall be required if a non-water-dependent transportation <br />facility requires placing of fill within the Willamette River Greenway setback. <br />An exception to Statewide Planning Goal 15 Willamette River Greenway was approved <br />for Oregon Department of Transportation (ODOT) I-5 right of way crossing the <br />Willamette River and within the Willamette River Greenway Setback Line, for purpose <br />of constructing a temporary detour bridge, implementing the conditions imposed on the <br />Discretionary Use Approval (Springfield Journal SHR 2003-00115) and removing the <br />temporary detour bridge after completion of the permanent replacement bridge. This <br />exception satisfies the criteria of Oregon Administrative Rule (OAR) 660-004-0022(5) <br />Willamette Greenway; the exception requirements of OAR 660-004-0020 Goal 2, Part <br />Iii-D-5 105 <br />Laurel Ridge Record (Z 15-5) Page 426 <br />
