EXHIBIT R Page 199
426-Based on monitorinwork performed by the Lane Regional Air Pollution Agency
(LRAPA)_ the Lane Council of Government (LCOG) and LRAPA submitted
documentation demonstrating that the area meets the carbon monoxide standards since a
violation of the eight-hour standard has not occurred since 1980. In 1988. LRAPA and
OG formally requested redesiQnation of the area as an attainment area -f-Qr carbon
Office in Seattle In January 1991, EPA redesignated the Eugene-Springfield area to
tanda s
LRAPA.has developed a plan for meeting the new standards for fine particulates (the
PM10 standard). The LRAPA Board has approved the plan. The PM10 planboundary is
coterminous with Metro Plan UGB A majority of the unpaved streets identified as hia13
priorities to address PM10 problems have now been paved. The PM10 plan approved by
the LRAPA Board concluded that no transportation-related control measures were
necessary for compliance with the PM10 Standard LRAPA is currently in the process of
seeking redesignation to attainment status for PM10.
st
ate
>
,
.
4
r
and s
ne e fieln
>
i
>
based en weight, de not adequately aeee:ant fer-
a
,t th
de la e
h
ff
air PeRiatien knpaets afthe fin
Efft •'fte
an
uman
-eets en
e
6:22 Section 110 of the federal Clean Air Act requires state and local air pollution control
agencies to adopt federally approved control strategies to minimize air pollution. The
resulting body of regulations is known as a State Implementation Plan (SIP). SIPS
generally establish limits or work practice standards to minimize emissions of air
those areas
pollutants or their precursors SIPS also include special control strategies for'
not meeting National Ambient Air Quality Standards (non-attainment areas) Most of the
regulations developed by LRAPA for controlling the emissions of air pollutants in Lane
County are included in the Oregon-SIP. The original SIP was adopted in the early 1970s
in response to the 1970 federal Clean Air Act It is amended periodically to respond to
current issue
l
l
ffea, was adept
eea
ed by
, >
lit
u
d
Va
y s
r
s.
Exhibit B: Proposed amendments to Chapter III-C, Environmental Resources Element, Page 21 of 24 196
Laurel Ridge4 ~kygepe-Springfield Metropolitan Plan (Metro Plan).
