See <br />Exhibit O. <br />(3) The applicant believes that (1) above is the correct methodology. <br />(a) The north arrow on the 2004 Diagram is skewed, as compared to the north arrow <br />indicator on the previous two official Metro Plan Diagrams (1980 and 1987) and <br />the LCOG unofficial 2010 online version of the Metro Plan Diagram. The <br />neighbors made this observation, and the applicant agreed that it is apparently so. <br />This can be seen when comparing the four copies of the Metro Plan Diagrams the <br />applicant submitted at the hearing (adopted 1980; adopted 1987; adopted 2004; <br />online 2010). <br />(b) Using the skewed north arrow on the 2004 Diagram would substantively change <br />the plan designation of all properties that are not parcel-specific on the 2004 <br />Laurel Ridge Record (Z 15-5) Page 56 <br />
