See <br />Exhibit P. <br />(2) Assuming that the printed North Arrow on the Metro Plan Diagram is Oriented <br />N/S: <br />(a) Start with first generation copy of the Metro Plan Diagram from the original 2004 <br />ordinance. See Exhibit C. <br />(b) Scan it to PDF and expand to match the scale of the survey of the site. See <br />Exhibit L. <br />(c) Rotate the Diagram about 2 degrees to counter-clockwise to line up with the <br />north/south orientation of the subject property's boundary survey; register the site <br />survey to 301h Ave. centerline on the west. See Exhibit L. <br />(d) Draw the boundary line to follow the center of the break on the Diagram between <br />LDR and POS. See Exhibit L. <br />(e) Have applicant's surveyor describe the boundary line as a metes and bounds. See <br />Exhibit O. <br />(3) The applicant believes that (1) above is the correct methodology. <br />(a) The north arrow on the 2004 Diagram is skewed, as compared to the north arrow <br />indicator on the previous two official Metro Plan Diagrams (1980 and 1987) and <br />the LCOG unofficial 2010 online version of the Metro Plan Diagram. The <br />neighbors made this observation, and the applicant agreed that it is apparently so. <br />This can be seen when comparing the four copies of the Metro Plan Diagrams the <br />applicant submitted at the hearing (adopted 1980; adopted 1987; adopted 2004; <br />online 2010). <br />(b) Using the skewed north arrow on the 2004 Diagram would substantively change <br />the plan designation of all properties that are not parcel-specific on the 2004 <br />Laurel Ridge Record (Z 15-5) Page 56 <br />
