Stormwater: Drainage/channel improvements and/or piping systems 36 inches or <br />larger; proposed detention ponds; outfalls; water quality projects; and waterways <br />and open systems. - <br />d. Specific projects adopted as part of the Metro Plan are described in the project <br />lists and their general location is identified in the planned facilities maps in <br />Chapter lI of the Eugene-Springfield Metropolitan Public Facilities and Services <br />Plan (Public Facilities and Services Plan). <br />38. Redevelopable land: Land on which development has already occurred, but on which, <br />due to present or expected market forces, there is a strong likelihood that existing <br />development will be converted to or replaced by a new and/or more intensive use. This <br />land might have one or more of the following characteristics: low improved value to land <br />value ratio; poor physical condition of the improvement; low improved value; large size; <br />and/or higher zoning potential. . <br />39. Redevelopment:, Rebuilding or adaptive reuse of land that has been previously built <br />upon. It may promote the economic development of an area that has been run-down or is <br />no longer needed for its previous use, such as industrial land that is redeveloped as <br />residential. <br />Refinement plan: A detailed examination of the service needs and land use issues of a <br />specific area, topic, or public facility. Refinement plans of the Metro Plan can include <br />specific neighborhood plans, special area plans, or functional plans (such as the Eugene- <br />Springfield Metropolitan Area Transportation Plan (TransPlan)] that address a.specific <br />Metro Plan element or sub-element on a city-wide or regional basis. <br />41. Refinement planning process: Refinement plans are developed through a process which <br />includes at least the following elements: a predetermined citizen involvement process, <br />preestablished policy direction in locally adopted plaraling documents, and a planning <br />commission and elected official process. In some cases, these processes would have to <br />be expanded to include review and involvement by citizens and appointed and elected <br />officials. <br />42. Riparian; The land bordering a stream or river; also pertaining to the vegetation typical <br />of those borders (grasses, shrubs, and trees such as reed canary grass, spiraea, willows, <br />ash, and cottonwoods). <br />43. Rural lands: Those lands that are outside the UGB.
