G.34 Service providers will update capital improvement programming (planning, <br />programming, and budgeting for service extension) regularly for those portions of the <br />UGB where the full range of key urban services and facilities is not available. <br />G.35 Require development to pay the cost, as determined by the local jurisdiction, of extending <br />urban services and facilities. This does not preclude subsidy, where a development will <br />fulfill goals and recommendations of the Metro Plan and other applicable plans <br />determined by the local jurisdiction to be of particular importance or concern. <br />G.36 Continue to implement a system of user charges, SDCs, and other public financing tools, <br />where appropriate, to fund operations, maintenance, and improvement or replacement of <br />obsolete facilities or system expansion. <br />G.37 Explore other funding mechanisms at the local level to finance operations and <br />maintenance of public facilities. <br />G.38 Set wastewater and stormwater fees at a level commensurate with the level of impact on, <br />or use of, the wastewater or stormwater service. <br />G.39 The cities and Lane County will continue to cooperate in developing assessment practices <br />for inter jurisdictional projects that provide for equitable treatment of properties, <br />regardless of jurisdiction. <br />Laurel Ridge Record (Z 15-5) III-G15 Page 242 <br />
