The OTP recognizes that goods movement of all types makes a significant contribution to <br />the region's economy and wealth and contributes to residents' quality of life. OTP Policy <br />3A promotes a balanced freight transportation system that takes advantage of the inherent <br />efficiencies of each mode. <br />37. There are no maritime port or navigation facilities in the metropolitan area. <br />38. The Eugene Airport is located outside the urban growth boundary (UGB) to protect it <br />from incompatible development as well as to reduce airport-related impacts on <br />development within the UGB.
