EXHIBIT R Page 39 <br />a. A minimum level of key urban facilities and services can be provided to the area <br />in an orderly and efficient manner. <br />b. There will be a logical area and time within which to deliver urban services and <br />facilities. Conversion of urbanizable land to urban shall also be consistent with <br />the Metro Plan. <br />9. A full range of key urban facilities and services shall be provided to urban areas <br />according to demonstrated need and budgetary priorities. <br />10. Annexation to a city through normal processes shall continue to be the highest priority. <br />11. The tax differential concept, as provided for in ORS 222.111 (2), shall be one mechanism <br />that scan be employed in urban transition areas. <br />12. When the following criteria are met, either Springfield or Eugene may annex land which <br />is not contiguous to its boundaries. <br />a. The area to be annexed will be provided an urban service(s) which is (are) desired <br />immediately by residents/property owners. <br />b. The area to be annexed can be serviced (with minimum level of key urban facilities <br />and services as directed in the Metro Plan) in a timely and cost-efficient manner and <br />is a logical extension of the city's service delivery system. <br />b. The annexation proposal is accompanied by support within the area proposed for <br />annexation from the owners of at least half the land area in the affected territory. <br />13. Police, fire and emergeac medical services may be provided throu extraterritorial <br />extension wWith a signed annexation agreement or initiation of a transition plan; and <br />upon concurrence by the serving jurisdiction_,-exlratemteiial-extension-o sefviees <br />-e 1- -safety sefviees shall be granted. <br />14. Both Eugene and Springfield shall examine potential assessment deferral programs for <br />low-income households. <br />15. Creation of new special service districts or zones of benefit within the tiffs ietio a Plan <br />Boundarv Hof the Metro Plan shall be considered only when all of the <br />following criteria are satisfied: <br />a. There is no other method of delivering public services which are required to <br />mitigate against extreme health hazard or public safety conditions. <br />b.
