The City of Eugene requires Greenway Permits for any activity in the <br />Willamette Greenway involving intensification of use, change in use, <br />or development. <br />b. The City of Springfield requires a Discretionary Use Permit for any <br />change or intensification of use, or construction that has a significant <br />visual impact in the Willamette Greenway Overlay District, which is <br />combined with a "Greenway Setback Line." <br />C. Lane County requires a Greenway Development Permit for <br />intensification or change of use or development allowed in applicable <br />zones, including public improvements and including partitions and <br />subdivisions as defined in LC 13.020 for lands within the boundaries <br />of the Willamette River Greenway." <br />These amendments are proposed to reflect the current practice of implementing Goal 15 in <br />the Metro Planning area. The amendments are consistent with Statewide Planazing Goal 15. <br />The following findings of consistency with Goal 15 pertain to the Metro Plan Diagram. <br />The Metro Plan Diagram amendments propose showing the Willamette River Greenway as <br />an overlay on the 1lletro Plan Diagram. This will not affect compliance with Statewide <br />Planning Goal 15 because no change in the boundary is proposed.
