The City properly determined that the PUD would" have <br />minimal off-site traffic impacts. <br />3. The City properly determined that the PUD would be <br />reasonably compatible with adjacent and nearby land uses taking into <br />account traffic from the proposed PUD. <br />Accordingly, this appeal should be denied. <br />C. Summary of Material Facts <br />OMC rejects the intervenor's statement of facts as consisting primarily of <br />a recitation of its legal arguments interspersed with inaccurate statements of <br />fact. OMC incorporates its statement of additional facts in support of its <br />response to the petition for review. <br />The following facts regarding Oakleigh Lane are taken from a report by <br />the City of Eugene Public Works staff. <br />"Oakleigh Lane, which is not identified on the adopted Street <br />Classification Map or the adopted Right-of-Way Map (Fig. 60-61 of <br />the Arterial and Collector Street Plan (ACSP)), is a local street. Staff <br />concurs with the applicant's assessment on page 43 of the written <br />statement that Oakleigh Lane is a low-volume local street. There are <br />currently 25 residential tax lots along Oakleigh Lane and with the 28 <br />units as a result of the proposed development, the ADT would be <br />greater than 500 trips per day, which is within the expected range 250- <br />750 ADT range for low-volume streets. The low-volume <br />classification is consistent with the determination for other similar <br />dead end streets located east of River Road and north or south of <br />Oakleigh, that were also identified as low-volume streets in recent <br />land use decisions. Staff acknowledges that the existing pattern of <br />development on Oakleigh Lane, which is described by the applicant <br />on pages 30 & 40 as `having a country lane feeling' includes a <br />number of structures that were constructed close to the existing <br />pavement and right-of-way, may result in the need for creative street <br />design when the street is improved through a future LID process. <br />
