11 <br />1 (b) Pedestrian, bicycle and transit circulation, including related <br />2 facilities, as needed among buildings and related uses on the <br />3 development site, as well as to adjacent and nearby residential areas, <br />4 transit stops, neighborhood activity centers, office parks, and <br />5 industrial parks, provided the city makes findings to demonstrate <br />6 consistency with constitutional requirements. `Nearby' means uses <br />7 within '/4 mile that can reasonably be expected to be used by <br />8 pedestrians, and uses within 2 miles that can reasonably be expected <br />9 to be used by bicyclists." <br />10 Here the City's extensive findings demonstrate that the proposed PUD <br />11 conformed with EC 9.8320(5)(b) by providing adequate on-site circulation, and <br />12 off-site connectivity based on constitutional findings supporting the dedication <br />13 of OMC property: <br />14 "The applicant's plan show pedestrian and bicycle circulation within <br />15 the development via interconnected paths between the buildings and <br />16 bicycle parking areas. The applicant notes that there is an existing <br />17 worn path along the north property line, between the Oakleigh Lane <br />18 roadway and the east property line, abutting the City parklands. The <br />19 applicant proposes to keep this path open, but does not explicitly show <br />20 any dedications to the public to enable continued access. The <br />21 previous requirement for additional right-of-way dedication (13 feet <br />22 wide and 24 feet long) will address this issue and satisfy the above <br />23 criterion. <br />24 <br />25 With regard to bicycles and pedestrians traveling westward on <br />26 Oakleigh Lane toward transit services on River Road, referral <br />27 comments from Public Works staff state that, for unimproved local <br />28 streets in the River Road area (i.e., streets that lack sidewalks and <br />29 have not been striped to identify dedicated travel lanes), the <br />30 expectation is that pedestrians and bicyclists will share the paved <br />31 surface with vehicles. Additionally, there is a tendency on dead end <br />32 streets such as Oakleigh Lane, for motorists to travel at slower, more <br />33 cautious speeds, because of the perceived narrowness of the street. <br />34 <br />
