G O H 4 U S I N G <br />house is oriented with solar design stratagem and proposes to open up to a <br />large porch on the East and South sides that provides comfortable <br />indoor/outdoor habitable spaces during the spring, summer, and autumn <br />seasons that quite easily reduce heating and cooling needs and also <br />encourage healthy living. <br />(Policy J.3) Land allocation and development patterns shall permit the <br />highest possible current and future utilization of solar energyf or space <br />heating and cooling, in balance with the requirements of other planning <br />policies. <br />(Policy J.4) Encourage development that takes advantage of natural <br />conditions, such as microclimate, and utilizes renewable energy supplies, such <br />as solar energy, to minimize non-renewable and overall energy consumption. <br />Findings: The PUD complies with the standards pursuant to EC 9.5500 <br />Multiple-Family Standards that regulate the orientation and density of <br />multiple unit dwelling projects. For further information, please see code <br />compliance findings contained below in this statement and also the <br />Willamette Greenway permit application, file number WG 13-0001. <br />METRO PLAN - SPECIFIC ELEMENTS: (K) CITIZEN INVOLVEMENT ELEMENT <br />(Goal) Continue to develop, maintain, and refine programs and procedures <br />that maximize the opportunity for meaningful, ongoing citizen involvement in <br />the community's planning and planning implementation processes consistent <br />with mandatory statewide planning standards. <br />(Policy K.3) Improve and maintain local mechanisms that provide the <br />opportunity f or residents and property owners in existing residential areas to <br />participate in the implementation of policies in the Metro Plan that may <br />affect the character of those areas. <br />Findings: The City of Eugene's acknowledged program for citizen <br />involvement provides citizens the opportunity to review and make <br />recommendations in written and oral testimony on the proposed PUD, <br />Tentative Plan, consistent with this Goal. The action proposed is consistent <br />with and does not amend the citizen involvement element of the Metro Plan. <br />A public neighborhood meeting and public notification, as required by the <br />City of Eugene Type III Application process, occurred in the area within <br />walking distance of the development site. Oakleigh Meadow LLC has been <br />very active in the neighborhood, including residents and property owners in <br />the process.
