,a <br />P <br />OAKLEIGH <br />MEAD 0W <br />C• Ei O 1, S] N C <br />vegetation, bank stabilization, stream flow, visual quality, noise, safety, <br />and to guarantee necessary reclamation. <br />Findings: The development does not propose aggregate extraction and, <br />therefore, the criterion of this section is not applicable. <br />(g) Compatibility with recreational lands currently devoted to metropolitan <br />recreational needs, used for parks or open space and owned and <br />controlled by a general purpose government and regulation of such <br />lands so that their use will not interfere with adjacent uses. <br />As used in this section, the words "the greatest possible degree" are drawn <br />from Oregon Statewide Planning Goal 15 (F.3.b.) and are intended to require a <br />balancing of factors so that each of the identified Willamette Greenway <br />criteria is met to the greatest extent possible without precluding the requested, <br />use. <br />Findings: The purpose of the development is to provide compatible <br />residential housing that enhances the recreational facilities of the <br />development site and surrounding areas, while improving access and <br />strengthening the connection of the River Road neighborhood to the <br />Willamette River Greenway system. <br />(6) When site review approval is required, the proposed development will be <br />consistent with the applicable site review criteria. <br />Findings: Site review approval is required and this development proposes to <br />comply with all applicable review criteria. Concurrent with this application, a <br />Planned Unit Development, Tentative Plan permit application, file number <br />PDT 13-0001, is being submitted. <br />(7) The proposal complies with all applicable standards explicitly addressed in the <br />application. An approved adjustment to a standard pursuant to provisions <br />beginning at EC 9.8015 of this land use code constitutes compliance with the <br />standard. <br />Findings: This proposal has been designed to comply with all applicable <br />standards in EC 9.8815 Willamette Greenway Permit Approval Criteria and <br />consistent with EC 9.4980 Water Resources Conservation Area Development <br />Standards. Such consistency will be demonstrated through a Planned Unit <br />Development, Tentative Plan permit review process.
