.s <br />~~dl a4'~~ 4 <br />4 1~ d a°S w in <br />Ykti7-f a o 0 o a q a~ I~ei n 6 n ~7Y.. <br />EC 9.8815 - WILLAMETTE GREENWAY PERMIT APPROVAL CRITERIA AND STANDARDS. <br />OAKLEIGH <br />MEADOW <br />C 0 h O C I N G <br />Willamette Greenway permit approval may be granted only if the proposal <br />conforms to all the criteria in subsections (1) through (4), and the applicable <br />standards of subsection (5) as follows: <br />(1) To the greatest possible degree, the intensification, change of use, or <br />development will provide the maximum possible landscaped area, open space, <br />or vegetation between the activity and the river. <br />Findings: The development plans to preserve open space by primary means of <br />building orientation on development site. Existing today, the site is primarily a <br />meadow, consisting of a cover crop of non-native short grasses, weedy forbs, and <br />scattered and isolated fruit and fir trees with a heavily wooded border along a <br />portion of the North property line (abutting tax map 17042413, lot #00200). The <br />neighboring properties to the West (tax map 17042424, lots #10100 and #05700) <br />are also vacant and have a similar landscape condition. The adjacent area to the <br />South (tax map 17042424, lots #10200 and #10300) consists of developed single- <br />family residential properties. To the East, the development site is abutted by <br />vacant city-owned public land (tax map 17042413, lot #00600) that also has similar <br />landscape characteristics and a mature grove offilbert trees. <br />The city-owned property abuts the Ruth Bascom River Bank Trail (West Bank Path) <br />system. The proposed development will provide the maximum amount of <br />landscaped and vegetated open area possible by constructing dwellings and <br />auxiliary buildings positioned away from the East property line. A minimum:of 20% <br />of the development site will be dedicated as common open space and the majority <br />of this open space is along the East property line between the development activity <br />and the Willamette River. As proposed, the development will create an <br />atmosphere and landscape that, to the greatest degree possible, enhances the <br />feeling of openness and retains the recreational qualities along the Willamette <br />River. Please refer to the proposed site and landscape plans for further <br />information. <br />Oakleigh Meadow LLC is protecting the site by controlling the removal of riparian <br />non-native vegetation. The owners have already been practicing land stewardship <br />on site and on adjacent adopted City property by, among other things, removing <br />invasive Armenian blackberry thickets that were threatening the vitality of the <br />adjacent mature indigenous and filbert orchard, including the existing landscape <br />and trees scattered throughout the site.
