Say vp g3 3 <br />~~~.oa•=. nuns a~9:~. <br />OAKLEI GH <br />IN Ili A 1) 0 W <br />C O H O U S I M G <br />(c) The provisions of the Traffic Impact Analysis Review of EC 9.8650 through <br />9.8680 where applicable. <br />Findings: The Institute of Traffic Engineers (1TE) reveals a PM Peak Hour rate <br />of 0.52 cars and an AM Peak Hour rate of 0.42 cars per dwelling unit for <br />residential condo/townhouses, "ownership units," that are similar to the <br />proposed dwelling units of this PUD. In our worse-case scenario, we would <br />expect our highest Peak Hour rate to range from nine to fifteen cars, or <br />roughly 10% of the required analysis rate. As such, a Traffic Impact Analysis <br />is not required for this proposed development. <br />EC 9.8320(6) - THE PUD WILL NOT BE A SIGNIFICANT RISK TO PUBLIC HEALTH AND SAFETY, <br />INCLUDING BUT NOT LIMITED TO SOIL EROSION, SLOPE FAILURE, STORM WATER OR FLOOD HAZARD, OR <br />AN IMPEDIMENT TO EMERGENCY RESPONSE. <br />Findings: The PUD is comprised of two relatively flat meadows on both the East <br />and West ends of the property that are separated by modestly sloping terrain. <br />Ground elevations, as indicated by a topographic survey provided by Poage <br />Engineering & Surveying, Inc., finds a range from approximately +399 feet at the <br />East to approximately +403 feet near the West side of the property. The bank of <br />the Willamette River lies within 260-270 feet of the East property line. <br />The PUD proposes to inf ill areas of the site to comply with base flood elevation <br />requirements. A Geotechnical Investigation prepared by Foundation <br />Engineering, Inc. is included with this application. <br />The proposed development provides rain gardens, pervious hardscapes, and <br />vegetated bio-swales compliant with EC9.6790 through 9.6796 Stormwater <br />Management Standards and the 2008 Eugene Stormwater Manual. Please <br />reference the attached civil engineering drawings, stormwater analysis, and <br />geotechnical analysis. <br />The PUD proposes a single vehicular access point off Oakleigh Lane that <br />accommodates the required driveway widths and fire apparatus access turning <br />radii needed for all emergency vehicles by providing a'hammerhead' fire turn- <br />around as per City of Eugene Public Improvement Design Standards Manual and <br />as approved by the Fire Marshall. No gate, fence, or any device shall block <br />access to the site, which ensures safe and efficient emergency response within <br />the proposed development. <br />EC 9.8320(7) - ADEQUATE PUBLIC FACILITIES AND SERVICES ARE A VAILABLE TO THE SITE, OR IF PUBLIC <br />SERVICES AND FACILITIES ARE NOT PRESENTLY AVAILABLE, THEAPPLICANT DEMONSTRATES THAT THE <br />PUD Tentative -June 14, 2013 Page 32 of 46 Oakleigh Cohousing PDT 13-0001 <br />1391 <br />
