With respect to the provision of emergency vehicle response, the applicant. notes that the <br />single vehicular access and hammerhead turnaround accommodates the required drive aisle <br />width and turning radii for emergency vehicles. The configuration of the turnaround and <br />Temporary Easement shall be subject to review and approval by the Fire Marshal's Office. Also, <br />in order to guarantee that public emergency vehicles will have the legal right to utilize the <br />emergency access route provided by the applicant, at the time of the building permit, the <br />applicant will be required to:submit an Emergency Access Easement on a standard City form for <br />review and approval prior to recording at Lane County. <br />Other public health and other necessary infrastructure improvements have been previously- <br />addressed with respect to EC 9.8320(5)(b) and (11)(b). Given the available information, and <br />based on the f indings as set forth above, it is concluded that the proposed subdivision will <br />comply with this criterion. <br />(7) Adequate public facilities and services are available to the site, or if public services <br />and facilities are not presently available, the applicant demonstrates that the services <br />and facilities will be available prior to need. Demonstration of future availability <br />requires evidence of at least one of the following: <br />(a) Prior written commitment of public funds by the appropriate public agencies. <br />(b) Prior acceptance by the appropriate public agency of a written commitment by <br />the applicant or other party to provide private services and facilities. - <br />(c)' A written commitment by the applicant or other party to provide for offsetting <br />all added public costs or early commitment of public funds made necessary by <br />development, submitted on a form acceptable to the city manager. <br />Public Works staff concurs with the applicant's statement that adequate public utilities and <br />services, including wastewater service, are presently available to the site as indicated on the <br />applicant's plans. Further findings at EC 9.8320(11)(b) and (j), regarding public'improvements <br />and stormwater respectively, are incorporated herein by reference as further evidence that <br />these services are available to or can be retained on-site site. Given these findings, the <br />proposal is in compliance with this criterion. <br />The provision of water and electric services and other utilities is subject to review by EWEB or <br />other utility providers. <br />(9) Stormwater runoff from the PUD will not create significant negative impacts on natural <br />drainage courses either on-site or downstream, including, but not limited to, erosion, <br />scouring, turbidity, or transport of sediment due to increased peak flows or velocity. <br />Per the stormwater management evaluation at EC 9.8320(11)(j), post-development flows-will <br />be limited to pre-development levels and stormwater will be discharged on-site in order to <br />mimic existing conditions.
