It is also in the public interest to have a "connected" street and bikepath system that allows <br />pedestrians and bicyclists to safely and efficiently use the public system as a means of travelling <br />throughout the City and to use alternative modes of transportation when traveling between the <br />commercial , residential and recreational areas of the City. <br />There is a nexus between the requirement to dedicate a 13 foot public accessway and the public <br />interest at issue. The dedication of a 13 foot public accessway will allow for the construction 'of a <br />12' wide bikepath connecting Oakleigh Lane to the West Bank Bike Path. The 13 foot public <br />accessway will also allow for th.e south edge of the bike path to be aligned with the south edge of <br />the future Oakleigh sidewalk-and provide an additional 6" on each side of the bike path for <br />constructability purposes. Because 13 feet is needed to construct a bike path connector in this <br />manner as a standard 12' wide bike path, the public interest in safe pedestrian and bicycle travel <br />between Oakleigh Lane and the West Bank Bikepath and throughout the City will be at risk if the <br />13 foot public accessway is not dedicated. <br />Dedication of the 13' public accessway is roughly proportional to the impact that the proposed <br />development will have on the City's transportation facilities. The proposed development will <br />result in 29 residential units. By creating new residential units, the proposed development will <br />increase the number pedestrians and bicyclists using the bikepath system. Using LCOG's Metro <br />Trans Model "EMME 2" to determine vehicular and non-vehicular components for the street <br />system, projections for bike/ped trips generated by a proposed residential development of 29 <br />units would generate 5% of the estimated 168 Average Daily Vehicular Trips from the <br />development, or approximately 8 bike/ped trips per day. However, based on the applicant's <br />written statement and because of the proximity of this development to the West Bank Bikepath, it <br />is safe to assume that the number of daily bike/ped trips from this proposed development would <br />be significantly greater than the projected 8 trips. Regarding the size of the dedication in <br />comparison to the size of the proposed development site, the total area of the public accessway is <br />approximately 312 S.F., or approximately 0.3% of the total development site. This development <br />application is the last opportunity that the City will have to require the dedication of.the public <br />accessway prior to the City needing the public accessway for bikepath construction. <br />EC 9.6810 Block Length <br />Block length standards are not applicable because no new local streets are proposed or required. <br />EC 9.6815 Connectivity for Streets <br />In order to meet Street Connectivity standards, the proposed development must, at a minimum, <br />provide extensions of the public way which are consistent with subsections (2)(b), (2)(c) and (2)(d). <br />EC 9.6815 (2)(b) requires street connections in, the direction of any planned or existing streets <br />PDT 13-01 Oakleigh Cohousing Page 4 of 22 <br />1258 <br />
