Regarding Neighborhood character (PUD Code 9.8320.13): The neighborhood character issue is <br />a simple one. This street and those.surrounding it consist of small, almost exclusively single-family <br />dwellings. The addition of such a massively dense, mufti-story, multi-family development flies in theface <br />of decades of architectural precedent seen on the street. The Lower River Road Concept Plan, created <br />by the neighborhood organization, RRCO, recommends that in keeping with the current character ofthe <br />neighborhood, this area should see commercial development along River Road near Oaakleigh, "Medium <br />Density" Residential development South of McClure and "Low Density" Residential in the Oakleigh- <br />McClure area. Twenty-eight units and 47 cars on 2 acres is not low-density in this area. Typical ham es on <br />Oakleigh and McClure-are on about a quarter acre, or about 4 homes per acre. Compare thatto the <br />OMC plan.of 14 per acre; and it's cleat that the development is not in keeping with neighborhood <br />character. <br />Regarding traffic (PUD Code 9.8320.17): The application from OMCstates thattheir <br />developmentwill not increase the traffic load on our street to a ,threshold that requires a formal traffic <br />study..There are 20 houses on Oakleigh currently. The idea that more than doub ing the population of <br />this one-block street by adding 28 units will not'slgnificantly increase traffic is simply astonishing. The <br />OMC.applicatio.n refers to Oakleighas Having a "country lane" feel.. Well, apparently that means a small <br />dead end street, with no sidewalks, barely enough width fortwo cars to park opposite each other, a <br />doctor's office, a used. car, dealership and small strip mall at the top of the street. Navingthat <br />commercial cap on the street significantly increases the traffic on Oakleigh, particularly in regard to left <br />turns onto the street, a :fact seemingly ignored in the OMCtraffic calculations. OMC's plans-call for 47 <br />parktngspaces on the site; not quite two per unit. If there are 4-7 parking spaces, there will be 47 cats. If <br />there are 47 additional cars, logic dictates that those cars will., at some point, be driven :up and down the <br />street. <br />In conclusion; the fact that the vast majority of Oakleigh residents (and a number, of McClure <br />residents}, those most directly affected by this developrnent,'are opposed to this development should <br />make obvious thatthere is a serious issue here. Further, that a number of those now opposed originally <br />worked alongside OMC members in helping .clear and clean up the meadow should; show that we are <br />not.opposed to the idea.of cohousing, or development.in general. i hold no ill will whatsoever toward <br />the concepts of co housing, or the Individuals involved in the project. I simply think that their plans are <br />not compatible with this 'neighborhood, and previous p lanning that has taken place for this area i n the <br />forms of the Lower River Road Concept Plan, the River Road[Santa Clara Refinement Plan, and the <br />Statewide Planning Goals. <br />Sincerely, <br />Terrence S.
