Eugene Code General Administration <br />General. - EC 9.0020 (1) (f, h, m and n) Purpose <br />EC 9.002002011) Increase density of new housing development while maintaining the character and <br />livability of individual neighborhoods. (Policy 6) <br />• Increasing housing density is understandable, I am not opposed to development. <br />• Character, our neighborhood of McClure, Oakleigh and E. Hilliard Lane are characterized <br />by: dead-end, rural, undeveloped streets, with street parking due to the era of the majority of <br />the homes with a single lane driveway, we have low volume motor vehicle traffic, the <br />neighborhoods are quiet, we enjoy much foot and biking traffic being next to the famous <br />Eugene bike/pedestrian way, the River and Greenway. OMC's proposal project doesn't fit our <br />existing character. <br />• To maintain the Character and Individual Neighborhoods. Let's continue to protect the <br />greenway as the original plan was intended. Otherwise if Oakleigh Meadow's Large <br />Condominium project goes through what stops the property at the farthest eastern end of <br />Oakleigh (T200) and the property at the farthest western end of McClure from over <br />developing as well. <br />Our goal as a neighborhood/community is to invite our new neighbors into our fold <br />not for this development to forever change the Character and Livability of our existing <br />Neighborhoods. <br />EC 9.00201(h) Promote consituction of affordable housing. (Policy 8) <br />The 28 Condominiums proposed are 165% higher in cost than the average homes within a <br />3 block radius of us. These are not affordable homes in this median. <br />EC 9.00201(m) Focus future street improvements on relieving pressure on the city's most <br />congested roadways and intersections to maintain an acceptable level of mobility for all modes of <br />transportation. (Policy 13) <br />Several factors come into play here: <br />• Will the existing homeowners on Oakleigh have to pay to develop the streets in the future due <br />to tbis pressure put on this tiny 19-20 foot Lane. <br />• 'I'bis will increase, not relieve pressure on River Road which is already a congested roadway~and <br />intersection at Oakleigh. <br />• Oakleigh Lane is a rural undeveloped paved 19-20 foot Lane, no curbs, gutters, <br />bike/pedestrian rights of way exist. Pedestrians, Bicyclists and motor vehicles are more at risk <br />with a project of this size being proposed. <br />981 <br />
