Access Engineering LLC
September 27, 2013
Hearings Official
c/o Steve Ochs; Planner
99 W. 10th Avenue
Eugene, OR 97401
a ao~ 9740 _ RE. Oakleigh Meadows P.U,D. Co-housing Development
kon4 & Fax
ta3z~~ I am writing this letter in-support of the proposed Oakleigh Meadotivs Co housinj
QtegB~nQ °m- development at the cast end ofOakleigh Lane. This planned unit development
will contain 28 dwelling units in seven buildings ,vith a common house in the
center of the development The Ninth Edition of the I1isYitute of Transportation
Engineers Trip Generation Manual classifies this type of development as a
"residential eondominiumItownhouse" development.
The City took a conservative. approach and used a trip generation rate for single-
family detached housing of one PM peak hour trip per unit and assumeci29 units.
Since this development wilt actually be townhouses, the weighted average trip
rate from the Trip Generation Manual would be 0.52 trips per unit or 15 PM peak
hour trips. So whether one uses 15 or 29 peak hour trips, or some number in
between; all ale well below the City's threshold of 100 peak hour trips that would
trigger a-traffic impact.analysis. I,-concurvviththestafffindiugs that this
development will not require. fiuther traffic impact analysi or reduce safety or
tet .rn E, nytnaering" service levels in the area.
Yours very.truly, - -
Michael Weishar, PE
Access Engineering LLC
956
RENEWS 618014
