12 <br />There are currently 25 residential tax lots along Oakleigh Lane between <br />River Road and the proposed PUD. Local Rec. 999. The proposal would add <br />an additional 29 dwelling units, which would result in over 500 trips per day on <br />Oakleigh Lane. Id. This number falls within the range expected for low- <br />volume streets. Id. The Hearings Official considered this expected increase in <br />traffic from the proposed development, and confirmed that the Average Daily <br />Traffic (ADT) would not be expected to exceed the ADT range for low volume <br />residential streets. Local Rec. 39. For low volume residential public streets, the <br />required dedicated right-of-way width ranges from 45 feet to 55 feet.7 <br />Public Works staff recommended a condition of approval that would <br />require dedication of half of that width, "22.5' of right-of-way along the <br />northerly boundary of the development between the westerly boundary of the <br />proposed development and a line that is 50' east of the westerly boundary." <br />7 The Public Works referral comments provide: <br />"Pursuant to EC 9.6870, when a street segment right-of-way width <br />is not designated on the adopted Street Right-of-Way map, the <br />required street width shall be the minimum width shown for its <br />type in Table 9.6870 Right-of-Way and Paving Widths * * <br />"Oakleigh Lane, which is not identified on the adopted Street <br />Classification Map or the adopted Right-of Way Map * * * is a <br />local street. Staff concurs with the applicant's assessment on page <br />43 of the written statement that Oakleigh Lane is a low-volume <br />local street. * * * <br />"Per Table 9.6870 the minimum right-of-way width for low- <br />volume streets is 45'."
