2 <br />Petitioners' first assignment of error, but provides the following additional facts <br />in the event they might be helpful to assist the Court in its resolution of that <br />issue. <br />On February 16, 2013, the applicant held a neighborhood meeting, as <br />required by the Eugene Code - EC 9.7007(2). Local Rec. 1492.1 Notice of that <br />neighborhood meeting was sent to owners and residents of property within 500 <br />feet of the subject property. Local Rec. 1493-96. Notice of the initial hearings <br />official hearing was also mailed to owners and occupants of property located <br />within 500 feet of the perimeter of the subject property, as required by EC <br />9.7315(2)(c). Local Rec. 1317-19. Petitioner Trautman did not receive either of <br />those notices. Petitioner Trautman's mother-in-law owns the property located at <br />109 Oakleigh Lane, LUBA Rec. 689, and that property is located approximately <br />275 yards from the subject property. Petitioners' Opening Brief 8. <br />Petitioner Trautman, Laurie Trautman and Jean Darian submitted a letter <br />dated September 1, 2013, prior to the hearings official public hearing. Local <br />Rec. 1308. The hearings official public hearing was held October 2, 2013. <br />LUBA Rec. 711. Notice of the hearings official decision was not mailed to <br />Petitioner Trautman.
