Heather O'Donnell August 15, 2008 Page 2 <br />Associate Planner <br />The types of housing included in the City's housing needs projection and the types of <br />housing statutorily defined as "needed housing" constitute the types of "needed housing" in <br />Eugene. <br />Although "needed housing" is not synonymous with "all housing," between the types of <br />housing identified in the statutes as "needed housing" and the "needed housing" identified in the <br />City's housing needs projection, much, if not all, of the housing constructed in the City could be <br />classified as "needed housing." <br />In accordance with state law, once an applicant establishes that the type of housing <br />proposed for development is "needed housing," the applicant may opt to proceed under the <br />Eugene Code's clear and objective approval standards.
