I became aware of the proposed Oakleigh <br />Meadow Co-housing Development just two days ago, and discovered the deadline for technical data is <br />today at 5:00 P.M. (general testimony due one week later). I said I would go to the site today and do a <br />vegetation analysis, prepare a spreadsheet showing plants on site, and deliver this to the office before 5:00 <br />P.M. today. This I did. <br />As I was at the site, I became aware of other studies and analyses that would be necessary, including a <br />more in-depth plant list. The expanded plant list would include zones at the site, including Willamette <br />River, Riparian Forest, Field, Orchard, and Edges & Boundaries. The analysis could include Neighbor <br />Vegetation, which would list landscape plants installed. <br />The plant list I submitted is incomplete; there was not time to confirm accuracy of plant names. There <br />may be plants on site that are not visible this time of year, including ephemeral spring plants such as <br />Western Trillium. The analysis does not include rare or sensitive species that might be on site such as <br />Willamette Daisy or Kincaid's Lupine: Neither is plant size or structure included. Neither are plant <br />communities accurately represented. Neither is the context of larger interconnected plant communities <br />and possible connective corridors. There is no correlation between the plant list I submitted and the maps <br />that have been created by Oakleigh Community Development. It's hard to do all this in one day, but <br />definitely important enough that it should be done. This is why I wrote an addendum note on the <br />submission confirmation receipt, in which I promised I would submit further expanded information. This <br />letter is the expanded information I promised. <br />The premise I am promoting is that a good and beautiful design requires full and complete analyses. As <br />you told me on the phone today, a vegetation analysis is one study that is required, and it has not been <br />done. As such, a decision on this proposed development cannot be rendered until a complete vegetation <br />analysis is done. I assume other studies are important, and would like to list what I believe is necessary. <br />I know that you are following administrative rules and code, and assume these rules may not include <br />some of the studies I am proposing. This is where common sense prevails. Whether or not stipulated in <br />code, there are elements and dynamics that are compelling. Please do what you can to respond <br />appropriately to all of the following proposed studies. <br />629 <br />
