BEFORE THE EUGENE, OREGON HEARINGS OFFICIAL <br />Application of New Cingular Wireless PCS, <br />LLC (AT&T) for a Conditional Use Permit <br />and related Variance for a 75-foot tall <br />"mono-pine" telecommunications facility FILE NUMBER: <br />at 4060 Amazon Drive, Crossfire Ministries <br />CU 14-3 <br />DECLARATION OF Jacob Finney <br />This document has been prepared by the undersigned to provide additional testimony in <br />support of AT&T's application for a new cellular base station at Crossfire church at the <br />intersection of Fox Hollow and Amazon in Eugene, and in particular, to address issues <br />raised by the City regarding EWEB approval policies for utility pole extensions. <br />am employed by Technology Associates EC (TAEC) to represent AT&T in its <br />network deployment efforts in Eugene, Oregon. In my efforts to site potential <br />wireless communications facilities in Eugene, I have discussed standards and <br />processes for locating on existing EWEB poles and locating equipment in the <br />public ROW with Jamie Breckenridge (EWEB) and Brian Siria (City of Eugene <br />Utility Coordinator). <br />The review process explained to me and outlined in the City's <br />Telecommunication Facilities in the Right-of-Way Policy Guidelines requires <br />submission of EWEB poles of interest for collocation and EWEB conducts a <br />review to determine if they are feasible.
