Northgreen Apartments. The landscape architect shall work directly with the <br />landowners of the adjoining properties to design screening that meets those owners' <br />needs. The screening may be located on the subject property, the property of the <br />adjoining owners (With their consent), or both. The final tree preservation/landscape <br />plan (Sheet L-1) shall show the location and species of existing trees and new screening <br />vegetation to be planted on the development site and adjoining properties and shall list <br />the following requirements: <br />• New trees to be planted on the development site shall be a <br />minimum caliper of 2" for deciduous trees and a minimum height <br />of 6-feet for coniferous or evergreen trees at time of planting. <br />• The proposed trees shall be planted a minimum of ten feet from <br />structures and must be located outside any easements. <br />• The plantings must be inspected and approved prior to the City <br />granting final approval of the building permit. <br />• Watering and general maintenance of replacement trees, new <br />vegetation, and other screening on the subject property shall be <br />conducted by the owner or lessee of the subject property in a <br />manner that ensures establishment and long-term survival. <br />Maintenance of any screening located on the adjoining properties <br />shall be the responsibility of the owners of those properties. <br />• The cost of the landscape architect and initial implementation of <br />the screening plan shall be the responsibility of the applicant. <br />Conclusion <br />The hearing official believes the proposed tower could be screened, i.e., covered in whole or in <br />part and made more difficult to discern through landscaping. <br />EC 9.8320(4) The PUD is designed and sited to minimize impacts to the natural <br />environment by addressing the following: <br />(a) Protection of Natural Features. <br />1. For areas not included on the City's acknowledged Goal 5 inventory, the <br />preservation of significant natural features to the greatest degree <br />attainable or feasible, including: <br />a. Significant on-site vegetation, including rare plants (those that <br />are proposed for listing or are listed under State or Federal law), <br />and native plant communities. <br />b. All documented habitat for all rare animal species (those that <br />are proposed for listing or are listed under State or Federal law). <br />C.
