Ex. G

Crossfire Church Cell Tower Proposal

An Overview of my 4/20/15 Assessment of the SSA Noise Report
by Arthur Noxon, PE Acoustical Engineer, 5/26/2015
1) Neighborhood mid-day background noise is reported by SSA to be 49 dBA, which suggests
this is a noisy neighborhood. I measured the background noise level at 2 am to be 31 dBA,
which suggests that at the noise sensitive time of the day the ambience is very quiet.
2) City code requires 45 dBA. State noise code OAR 340-35-035 (1,b,B) is the ambience + 10
dB limit, now set at 31 + 10 = 41 dBA was not addressed by SSA.
nd
3) Noise model was for 1 equipment room. It did not include noise from the 2 equipment, the
collocated equipment room. AC fan noise in general is doubled, adding 3 dB to noise emitted
into the community, without considering any additional beaming effects such as building and
ground reflections.
This is easily
seen on Google Maps.
er. The other 6 data
neighborhood.
6) Noise model overestimates effect of ELNB hush kit according to mfg data.Rating is not
given as 6 dB but is given as . SSA chose to represent the attenuation factor as a
full 6 dB instead of a more conservative value.
7) In general, considering the above overestimations by SSA, their noise model overestimated
attenuation by 4.5 dBA.
8) Power generator
meter. This underestimated the sound power emitted by the generator by 1 dB.
9) No plans are provided in general for detailing noise control,
10) No proof is given that both acoustic louver and lined hood will provide 17 dB attenuation.
This is normally done using octave analysis.
11) No calculation is done to determine the noise level of the generator at the air vents. It would
show the direct noise level and the reverberant noise level and then add them together.
model. The playground shed is the only building south of the equipment rooms. It is too small
and too far away to reduce noise from multiple sources to the south by 10 dB.
