do `sales pitches'. My only sales pitch is "Talk with clients and see what they have to say about the need for and value
of our services" (see also Client Survey Results in the attached 'Overview'). I'd like to talk with you about issues; in
particular as regards the pending ordinance.
As you'll see upon reading the attached, we are largely comprised of former industry executives who now exclusively
represent local governments. It's in that context that I want to caution you about adopting any ordinance members of
the industry had a hand in drafting. The problem is that local governmental staff is at an almost insurmountable
disadvantage when forced to deal with the industry's highly paid experts by themselves. In such a situation the net
effect is almost always that the staff, local officials and ultimately the public get taken advantage of and the playing
field is sloped decidedly in the industry's favor.
Here, in yesterday's press from a community from Kansas , is a totally incorrect impression and understanding of the
situation that the industry fosters. I'm sure the Commissioner got his understanding from the industry's people.
The Federal Telecommunications Act of 1996, signed into law by President Bill Clinton, "gives some
preference to the development of a cellular network,"
said Boone County Presiding Commissioner Dan Atwill. "Our latitude in denying this type of
application is very limited, " Atwill told opponents of the tower
after a public hearing at the Boone County Government Center. "I see little opportunity here except
for approval. "
Nothing could be further from the truth. There is very little a local government can't do if it does it correctly! The proof is that
we do it every day for communities all over the nation. The sad part is that the City isn't limited to simply a choice of either
approving or denying the application. There are almost always alternatives that enable a 'win-win' outcome, if one
knows what the alternatives are and which ones will and won't work in a given situation, and why. Frequently we have to
end up showing the company how it can do what the community wants and still achieve its goals. That's what I mean by a
'win-win' outcome.
If you'd like to discuss the issue please give me a call and I promise you it won't be a sales pitch or infomercial. We'll
talk about issues and concerns, starting with "What's Coming, Why and What are the potential net results/effects", as
well as how to deal with the issue in a way that has never been successfully challenged in more than 800 communities
in 34 states over almost 2 decades".
Give me a call if you're interested. Oh, by the way, yes, we do have a west coast and an Oregon presence
L. S.
