CALCULATIONS OF RADIOFREQUENCY POWER DENSITY <br />This report contains calculations of predicted ground level Radiofrequency (RF) power densities <br />resulting from the proposed installation of a new AT&T wireless communications facility in <br />Eugene, OR. These power densities have been computed in accordance with methods <br />described in Evaluating Compliance with FCC Guidelines for Human Exposure' to <br />Radiofrequency Electromagnetic Fields, OET Bulletin 65, August 1997. Licensees of wireless <br />communications facilities such as the proposed AT&T facility are required to comply with the <br />FCC "Rules & Regulations" 47 CFR §1.1310, Radiofrequency radiation exposure limits. <br />PREDICTED CONDITIONS AT GROUND LEVEL <br />Site plans provided by AT&T indicate that the antennas for the proposed Fox Hollow Road <br />wireless facility will be mounted at a height of 71 feet (21.6 meters) above ground level. The <br />proposed antennas are highly directional in the vertical plane, and will therefore project the <br />transmitted RF energy away from all nearby ground level accessible areas. Thus it is unlikely <br />that anyone other than authorized RF workers could approach near enough to the proposed <br />antenna to cause those persons' RF exposure to exceed FCC limits. It is expected that <br />exposure conditions at ground level due to the contributions from the proposed AT&T <br />transmitting antennas will be well below the FCC public exposure limits. <br />All calculations in this report are referenced to the FCC limits for areas accessible to the <br />general public, which are the most restrictive FCC limits. <br />The proposed AT&T facility will operate in the 850 MHZ cellular band with an Effective Radiated <br />Power ("ERP") of 1,398 Watts, in the 700 MHZ LTE band with an ERP of 484 Watts, and in the <br />1900 MHZ PCS band with an ERP of 966 Watts. Assuming 15 dB of antenna signal <br />suppression at angles greater than 20° below horizontal (a factor of 31.6)' yields an effective <br />ERP toward the ground of 44.25 Watts in the cellular band, 15.2; Watts in the LTE band and <br />30.6 Watts in the PCS band. <br />'This is a conservative assumption.
