Attachment B <br />cool the equipment. The emergency generator would produce noise only during emergencies <br />and during routine monthly testing (for 5-10 minutes per test). The proposed equipment shelter <br />design has been revised to include sound baffling to reduce the sound to 35 dbA. See Att. 07 <br />(Sound Study). <br />(g) Status of Location. No permit may be issued for the location of a new <br />telecommunications facility within an R-1 or C-1 zone unless the lot on which <br />it is to be placed is vacant or developed with a non-residential use at the <br />time the permit application is submitted. This restriction does not apply <br />within other zones. <br />The R-1 property is developed with a church. Are there any residential uses on the site? <br />RESPONSE. This proposal is located on a property zoned R-1 currently developed with a non- <br />residential use, a Church. There are no residential uses on the Property. <br />(h) Li htin . No lighting shall be permitted on transmission towers except that <br />required by the Federal Aviation Administration. No high intensity white <br />lights may be located on transmission towers in an R-1, C-1, or PRO zone. <br />Clarify lighting. So the tower won't be lit, but what about the equipment area? <br />RESPONSE- There is no lighting proposed on the monopine, within the fenced area at the base <br />of the monopine, or on the exterior of the auxiliary equipment shelter. There would be lighting <br />inside of the equipment shelter, but this would not be visible from the outside. <br />(i) Color. The transmission tower and attached antennas shall be unpainted <br />galvanized steel or painted neutral colors or such shades as are appropriate <br />and compatible with the surrounding environment, as approved by the city. <br />This standard was developed for a reason. It would be helpful to provide photo simulations of a <br />tower that meets this standard to determine whether the "stealth" design is any better. <br />RESPONSE. The antennas and monopine branches would be a neutral green and the support <br />structure "trunk" would be brown to match the existing trees in the immediate vicinity. See Att. <br />10 (Photo Simulations) and Att. 15 (Samples & Photos). <br />(j) Viewshed. The transmission tower shall be located down slope from the top <br />of a ridgeline so that when viewed from any point along the northern right- <br />of-way line of 18th Avenue, the tower does not interrupt the profile of the <br />ridgeline or Spencer Butte. In addition, a transmission tower shall not <br />interrupt the profile of Spencer Butte when viewed from any location in <br />Amazon Park.
