Installation, construction or <br />modification of all transmission towers and antennas shall comply with the following <br />standards, unless a variance is obtained pursuant to the provisions of subsection (9) of <br />this section: <br />(a) Separation Between Transmission Towers. No transmission tower may be <br />constructed within 2000 feet of any pre-existing transmission tower. Tower <br />separation shall be measured by following a straight line from the portion of <br />the base of the proposed tower which is closest to the base of any pre- <br />existing tower. For purposes of this paragraph, a tower shall include any <br />transmission tower for which the city has issued a development permit, or <br />for which an application has been filed and not denied.
