Attachment A <br />RESPONSE: The onsite vegetation is typical of property that is fully developed within the urban <br />environment. RLID records indicate this property has been in church ownership since 1987. <br />More than likely, the property has consistently maintained the existing landscape while adding <br />features like play areas and sand volleyball courts. The existing vegetation is predominantly <br />manicured lawn. There are a few existing trees on site that have been shown on the existing <br />vegetation plan. The plant beds around the building are devoid of any plant material, including <br />weeds, and it is suspected that perhaps herbicidal maintenance has occurred. Given the high <br />level of maintenance of this property and a search of available data bases, there are no known <br />rare plants evident. <br />b. All documented habitat for all rare animal species (those that are proposed <br />for listing or are listed under state or federal law). <br />RESPONSE:, The applicant had a National Environmental Policy Act (NEPA) Review completed <br />for this site. This review did not identify any historical, cultural or environmental concerns, <br />including rare animal species. This property is not found under any database as a documented <br />habitat for rare animal species and not rare animal species are typically found in this urban <br />area. <br />c. Prominent topographic features, such as ridgelines and rock outcrops. <br /> <br />RESPONSE: This property is not on a ridgeline, there are no prominent topographic features as <br />the site is fairly flat, and there are no rock outcroppings. <br />d. Wetlands, intermittent and perennial stream corridors and riparian areas. <br />RESPONSE: No wetlands, intermittent or perennial stream corridors, or riparian areas were <br />identified on the City of Eugene Zoning maps (Overlay Zones). A site visit and observation <br />reveals that there are no intermittent or perennial stream corridors or riparian areas. A search <br />of wetlands databases also indicates there are no wetlands present. <br />e. Natural resource areas designated in the Metro Plan diagram as "Natural <br />Resource" and areas identified in any city-adopted natural resource <br />inventory. <br />RESPONSE:; The proposed project is not within a Natural Resource area as defined by the Metro <br />Plan. <br />2. For areas included on the city's acknowledged Goal 5 inventory, the <br />preservation of natural features shall be consistent with the acknowledged <br />level of preservation provided for the area. <br />RESPONSE: The proposed project is not on the City's acknowledged Goal 5 Inventory, thus this <br />criterion does not apply.
