Attachment A <br />is a main thoroughfare with a heavily vegetated buffer island that carries water in the Amazon <br />Canal. This area is vegetated with a variety of native trees and shrubs. The neighborhood is <br />developed primarily with single-family homes. There are regularly spaced utility poles with <br />visible cables and attached equipment and street trees along both East and West Amazon Drive <br />and Fox Hollow. The Property is developed with a church building, with a parking lot facing <br />West Amazon Drive and wrapping around the north side of the building. <br />The proposed project forwards Policy E.4 by preserving the desirable features of the <br />neighborhood, including the trees and architecture that contribute to the neighborhood's <br />residential identity. The proposed telecommunication facility, a monopine, is designed to <br />contribute to the existing backdrop of the other evergreen trees in the area, including species, <br />size and color. The evergreen trees in the immediate vicinity are predominantly Ponderosa Pine <br />and Shore Pine. Further away from the site the hillsides are predominantly Douglas Fir with <br />occasional cedars and spruce trees. From the street, looking toward the site, the monopine <br />would be set against the backdrop of existing tall evergreen trees, and would be about 125 feet <br />to the north of a 100 foot tall pine tree; about 75 feet to the north of 2 49 foot tall pine trees, <br />and about 75 feet to the south of a 63 foot tall pine tree. See Att. 04 (Site Plan) and Att. 10 <br />(Photo Simulations). The ancillary equipment would be within a fully enclosed extension of the <br />church, matching the church's architecture, roofing, siding and color. See Att. 04 (Site Plan) and <br />Att. 10 (Photo Simulations). <br />The proposed project would also enhance a desirable feature in the neighborhood--more <br />reliable and higher quality wireless service. Wireless service is a critical component of a thriving <br />community today, with more people relying on wireless devices for everything from information <br />gathering to financial transactions to primary home and business phone service. Data usage on <br />AT&T's network has increased more than 50,000% in the past six years and more than 38% of <br />households have opted out of landline service and rely solely on wireless phone service. Without <br />landline communications, those homes are entirely dependent on reliable wireless service to <br />place 911 calls in the event of emergency. See Att. 17 (AT&T Oregon Investment Data Sheet). <br />This proposed telecommunication facility would improve the service along the Amazon Drive <br />corridor and the surrounding neighborhood from approximately E. 32nd Avenue, south to about <br />Nectar Way. See Att. 11 (RF Justification & Coverage Maps). <br />EC 9.8090(2): The location, size, design, and operating characteristics of the proposal <br />are reasonably compatible with and have minimal impact on the livability or <br />appropriate development of surrounding property, as they relate to the following <br />factors: <br />(a) The proposed building(s) mass and scale are physically suitable for the type <br />and density of use being proposed. <br />The written statement needs to better articulate compliance with this criterion with <br />supporting evidence. The conclusive statement without supporting evidence and findings are <br />insufficient. The statement says the monopine is designed to look like other evergreen trees in <br />the immediate area, but the photos show few evergreen trees in close proximity.
