F.4 Require improvements that encourage transit, bicycles, and pedestrians in <br />new commercial, public, mixed use, and multi-unit residential <br />development. <br />The subject area was identified as an opportunity for mixed-use and higher density residential <br />development in the Envision Eugene Community Vision, which labeled Willamette Street as a Key <br />Transit Corridor and a core commercial area. Nearly the entire site is within ¼ mile of the Lane Transit <br />District bus routes 24 or 73 that operate on Willamette Street. The re-designation of the parcels <br />surrounding Willamette Street locates higher density residential closer to the corridor. Beyond the <br />proximity to transit, the requirements for pedestrian-oriented streetscapes, reduced motor vehicle <br />access across sidewalks, reduced off-street parking and the provision for bicycle parking, encourage <br />transit, bicycles and walking as alternatives to automobile use. Based on these findings, the proposed <br />amendments and zone changes are consistent with Policies F.3 and F.4. <br /> <br />Transportation System Improvements: Pedestrian <br /> <br />F.26 Provide for a pedestrian environment that is well integrated with adjacent <br />land uses and is designed to enhance the safety, comfort, and convenience <br />of walking. <br />F.27 Provide for a continuous pedestrian network with reasonably direct travel <br />routes between destination points. <br />F.28 Construct sidewalks along urban area arterial and collector roadways, <br />except freeways. <br /> <br />Consistent with these policies, the S-SW zone standards require pedestrian-oriented development. <br />Beginning with Street Design Standards (EC. 9.3850(3)) that require fully accessible sidewalk widths <br />on all streets in the subject area and additional sidewalk width where feasible, the Special Area Zone <br />provides a continuous pedestrian network. The Active Street Front standards (EC 9.3858(6) and <br />9.3868 (6)) further require development adjacent to the pedestrian realm to enhance the safety, <br />comfort, and convenience of walking. Based on these findings, the proposed amendments and zone <br />changes are consistent with Policies F.26, F.27 and F.28. <br />G. Public Facilities and Services Element <br />G.14 Improve surface and ground water quality and quantity in the metropolitan <br />area by developing regulations or instituting programs for stormwater to: <br />a. Increase public awareness of techniques and practices private <br />individuals can employ to help correct water quality and quantity <br />problems; <br />d. Increase storage and retention and natural filtration of storm runoff to <br />lower and delay peak storm flows and to settle out pollutants prior to <br />discharge into regulated waterways; <br />e. Require on-site controls and development standards, as practical, to <br />reduce off-site impacts from stormwater runoff; <br />G.18 Include measures in local land development regulations that minimize the <br />amount of impervious surface in new development in a manner that <br />Findings - 16 <br />
