<br />The S-SW zone allows for multi-story buildings throughout the entire subject area, with the greatest <br />height allowance along the primary corridors (EC Figure 9.3854(2) S-SW Zone Regulating Plan – <br />Building Height). Additionally, the code amendments applicable to the subject area require that <br />buildings and their entrances are oriented to the street (EC9.3858(6), especially subsection (d); <br />9.3870(4); 9.3874(4); and 9.3876(4)), that the network of streets and other accessways are safe, <br />convenient and attractive for all pedestrians (EC Figures 9.3850(2), and (3)(a-j)), and that uses <br />typically considered to be low-intensity or land extensive are either prohibited (EC 9.3842) or subject <br />to provisions that ensure higher level of intensity (EC 9.3840, especially subsections (1)(d); (4); (5); <br />(7); and (10), and EC. 9.3858(6)). Existing and proposed City standards for street connections and <br />crossings are also applicable to the subject area and prescribe safe and convenient access. Finally, <br />the area is currently served by the Lane Transit District bus routes 24 and 73. <br />The S-SW zone will allow for lower levels of required off street parking as proposed, as well as <br />flexibility to meet or further reduce those requirements through a variety of means including off site <br />lease agreements, shared parking, car sharing and time-flex parking, frequent transit, and on-street <br />parking (EC Tables 9.3858(10) and 9.3868(10), and EC 9.3858(10)(b)). <br /> <br />The MMA also meets the location criteria by being located at least one-quarter mile from any ramp <br />terminal intersection of existing or planned interchanges. <br /> <br />Therefore, the proposed amendments and zone changes satisfy the TPR and are otherwise consistent <br />with Statewide Planning Goal 12. <br /> <br />Goal 13 - Energy Conservation. To conserve energy. <br /> <br />The proposed amendments do not impact energy conservationin a manner that would require <br />further analysis under Goal 13. Therefore, Statewide Planning Goal 13 does not apply. <br /> <br />Goal 14 - Urbanization. To provide for an orderly and efficient transition from rural to urban land <br />use. <br /> <br />The proposed amendments do not affect the City’s provisions regarding the transition of land from <br />rural to urban uses. Therefore, Statewide Planning Goal 14 does not apply. <br /> <br />Goal 15 - Willamette River Greenway. To protect, conserve, enhance and maintain the natural, <br />scenic, historical, agricultural, economic and recreational qualities of lands along the Willamette <br />River as the Willamette River Greenway. <br /> <br />The proposed amendments do not contain any changes that affect the Willamette River Greenway <br />regulations.
