Rest Haven TPR Analysis (14-206) <br /> March 31, 2015 <br />3.3 Transit and Non-Motorized Facilities <br />The Rest Haven site is accessed from Willamette Street with bike lanes present on both sides of <br />the street and sidewalks available throughout the study area for pedestrian and bicycle traffic. <br />Willamette Street and E. 40 Avenue are served by Lane TransiW'LVWULFW·V5RXWHDQGQHDUE\ <br />th <br />Donald Street is served by Route 24.The availability of transit, pedestrian and bicycle facilities <br />help to reduce reliance on single occupant motorized vehicles. <br />3.4Existing Traffic Volumes <br />Existing peak hour traffic volumes were determined by manual traffic counts conducted by <br />Branch Engineering staff in February and March 2015, and count summaries are included as <br />Appendix B. Traffic counts were collected during the 4:00 PM to 6:00 PM period as required in <br />the scoping checklist issued by the City of Eugene. All traffic counts were taken on typical <br />weekdays, which were Tuesday, Wednesday or Thursday. Based on the traffic count data, the <br />design peak hour was determined to occur between 4:45PM and 5:45PM within the study area. <br />The observed traffic volumes were balanced to produce design hour conditions between <br />intersections that did not have a significant number of streets between them on Willamette <br /> Ave, as well as between W. 39 Ave, E. 40 <br />Street, such as Donald Street, Crest Drive and E. 33 <br />rdthth <br /> Avenue. <br />Ave and the potential site access south of E. 40 <br />th <br /> <br />The existing design hour traffic volumes are shown in Figure 2. <br /> <br />6 <br /> <br />© Branch Engineering, Inc. <br />
