9.8090 Conditional Use Permit Approval Criteria -General. A conditional use permit shall be <br />granted only if the proposal conforms to all of the following criteria: <br /> (1)The proposal is consistent with applicable provisions of the Metro Planand <br />applicable refinement plans. <br />Response: The proposed project is within the Urban Growth Boundary as shown on the Metro <br />Area General PlanPlan Diagram. <br />Environmental Design Element: Policy E.4 of the Environmental Design Element says, “Public and <br />private facilities shall be designed and located in a manner that preserves and enhances desirable <br />features of local and neighborhood areas and promotes their sense of identity.” <br />The proposed project forwards PolicyE.4 by enhancing a desirable featurereliable wireless <br />servicewhile preserving the desirable features and identity of the neighborhood. The proposed <br />telecommunication facility, a monopine, is designed to blend in with the otherevergreen trees in <br />the area. The ancillary equipment shed will be an extension of the existing chapel on the property, <br />and will match the existing architecture of that structure. <br />Public Facilities and Services Element (Services Element): The statement of intent for the Services <br />Element notes, <br />As the population of the Eugene-Springfield area increases and land development <br />patterns change over time, the demand for urban services also increases and <br />changes. These changes require that service providers, both public and private, <br />plan for the provision of services in a coordinated manner, using consistent <br />assumptions and projections for population and land use. <br />Goal 1 of the Services Element states, “Provide and maintain public facilities and services in an <br />efficient and environmentally responsible manner.” <br />The proposed project forwards the intent of the Services Element and its Goal 1 by providing <br />reliable communications services to the community, and doing so in a manner that encourages <br />future collocation of other providers. Collocation avoids the need for construction of additional <br />telecommunication facilities, thus promoting the efficient and environmentally responsible <br />provision of public services, as stated in Goal 1. <br />The proposed project also forwards policies under the Services Element. Policy G1 states, <br />Extend the minimum level and full range of key urban facilities and services in an <br />orderly and efficient manner consistent with the growth and management policies <br />in Chapter II-C, relevant policies in this chapter, and other Metro Plan policies. <br />Wireless services are key to growing urban areaspeople rely on the ability to use their phones <br />and other wireless devices at work and at home, both indoors and outdoors.
